When is the 2025 BPPE Annual Report due, and who must submit it?

BPPE’s 2025 reporting notice says the portal opened August 1, 2026 and the report is due December 1, 2026. California Education Code section 94934 requires each approved institution to submit an annual report to BPPE, and 5 CCR section 74110 sets the December 1 deadline. BPPE’s notice says an institution newly approved in 2025 or 2026 does not submit a report for this reporting year, and neither does an out-of-state registered or exempt institution. A school uncertain about its exact status should confirm it directly with BPPE or qualified counsel.

What does BPPE’s 2025 Annual Report submission include?

BPPE’s official notice describes an online reporting package and a separate hard-copy financial-statement component. Website readiness is related but different: the public document route should be tested against current website requirements and BPPE guidance without treating a website review as proof that the filing is complete.

Which annual-report-related materials should the website make available?

California Education Code section 94913 requires an institution that maintains a website to provide its current catalog, a current School Performance Fact Sheet for each program it offers, student brochures it offers, a link to BPPE’s website, and its most recent annual report submitted to BPPE. BPPE’s 2025 submission tips also tell institutions to post all sections of the Annual Report to the website, including materials for the institution, programs, branches, and satellite locations.

  • Keep the most recent submitted Annual Report available while the next report is being prepared, then control the public replacement when the new submission is complete.
  • Map each currently offered program to the correct current School Performance Fact Sheet rather than relying on filenames or an old program list.

Where should the Annual Report and related documents be linked?

5 CCR section 74117 requires clear and conspicuous homepage links to the materials listed in Education Code section 94913. BPPE’s FAQ says one homepage link, such as Consumer Resources, may lead to the complete document set. It also says the route should not be hidden under an About Us section or a dropdown menu. A practical review tests whether a logged-out visitor can recognize the link, reach the right destination, open each file, and understand which version is current.

  • Use a plainly labeled link visible on the homepage without requiring a menu search.
  • Send the visitor to a stable page that identifies each document by name and reporting or effective year.
  • Test every link without an account, including PDF loading and mobile access.
  • Remove or clearly archive superseded files so they cannot be mistaken for the current version.

What should schools reconcile before publishing the 2025 materials?

Reconcile public identity and program facts before replacing any file. The Annual Report instructions say the institution name and program titles should match BPPE’s Approved List of Educational Programs. The same discipline should extend across the website, catalog, SPFS files, enrollment agreement, brochures, and annual-report materials so a current document does not introduce a new contradiction.

  • Institution name, main location, branches, and satellite locations.
  • Approved and currently offered program names, delivery methods, and locations.
  • Program length, scheduled hours or units, charges, and current catalog references.
  • Catalog year, supplement date, SPFS reporting years, and Annual Report year.
  • Approval, accreditation, licensure, outcome, and employment representations.

How should an institution control the final submission and public update?

BPPE recommends that one person submit the entire Annual Report because portal workflows are user-specific. Use the same ownership discipline around the public update: name one submission owner, one website owner, and one approver; keep a dated register of final files; record which approved program and location each file covers; and preserve the receipt and publication evidence.

  • Confirm that every required portal workflow has reached the final Submit to BPPE step.
  • Do not treat the automatic receipt email as a finding that the report complies with every requirement. The regulation says the receipt confirms completion of submission, not compliance.
  • Give the website owner only approved final files with exact public labels and replacement instructions.
  • Run a final logged-out check after publication and preserve the URLs, dates, and screenshots or other closure evidence.

What falls outside a public-posting readiness review?

A website and document review does not complete the institution’s annual-report filing. It does not prepare portal responses, sign the report, review or deliver financial statements, inspect student-level or graduate-identification data, validate supporting records, calculate or recalculate SPFS outcomes, determine whether an exception applies, or represent the institution before BPPE. Those responsibilities require separate qualified owners.

What should the school do before December 1?

Start with a complete submission map, not the website alone. Confirm the institution’s reporting status, assign the portal and hard-copy workstreams, reconcile the approved program and location list, assemble current public materials, and reserve time for review and correction. Then test the homepage route and final files after the institution has approved what will be published.

  • Confirm the exact institution, location, program, and reporting scope against current BPPE records.
  • Assign submission, financial-statement, public-document, technical, and approval owners.
  • Reconcile the catalog, enrollment agreement, Annual Report sections, SPFS files, brochures, and website claims.
  • Complete the institution’s filing controls and preserve final submission evidence.
  • Publish the approved current document set and verify the full homepage path while logged out.
