BPPE readiness audits for California private postsecondary schools
Koro helps BPPE-approved schools identify issues across the website, catalog, required public documents, enrollment agreements, and acknowledgments before they become a larger reactive project. Start with a private website risk check, delivered by the next business day after eligibility is confirmed, or choose a fixed-fee audit with evidence-backed findings and a prioritized correction plan.
Independent remote reviews for California private postsecondary institutions approved to operate by BPPE. Scope is limited to current public materials, current blank enrollment templates, or both, depending on the selected audit. Student records, facilities review, and on-site inspection are not included.
The included materials, limits, and price are written before work begins.
Delivery after complete intake, based on the selected audit.
Depending on scope, the audits use current public materials, current blank enrollment templates, or both.

Why this matters now
Official statewide data show more inspections, more citations, and more assessed fines between FY2021/22 and FY2024/25. BPPE attributes the citation increase to improved investigation and inspection processes and reduced case backlogs. These statewide figures do not mean every school is noncompliant or likely to be cited.
429
FY2024/25, up 48% from 289 in FY2021/22
327
FY2024/25, up 124% from 146 in FY2021/22
$2.69M
FY2024/25, up 401% from $537K in FY2021/22
Up to $5,000
Approved institutions; one citation may allege multiple violations
Statewide trend figures are from BPPE's 2026 Sunset Review Report. Fines are amounts assessed, not necessarily collected, and some assessments may later be reduced, withdrawn, dismissed, or settled. Citation and assessed-fine totals are statewide BPPE enforcement figures and are not limited to website or enrollment-document matters.

We examine school-controlled documents and public pages for BPPE readiness issues. Each observation is evidence-backed, and anything requiring approval records, source data, counsel, or another owner is clearly labeled.
01
The school website, current catalog, required public links and documents, program representations, advertising claims, lead forms, and supplied public materials.
We review whether the published SPFS is available through the required public path, contains the required tables, statements, and acknowledgment fields, and is consistent with the other school materials in scope. We do not review student files, validate student-level data or supporting records, or recalculate reported outcomes.
02
Current blank enrollment agreements, program addenda, disclosures, acknowledgments, required fields, charges, cancellation and refund language, and apparent delivery and signature controls.
We review document structure and designed execution controls, not whether actual student files were completed correctly.
03
Program names, credentials, hours, delivery format, location, tuition, fees, cancellation terms, refunds, and acknowledgment language across the included public and enrollment materials.
Cross-document reconciliation is included in the BPPE Website, Catalog & Enrollment Readiness Audit within the stated limits of both focused reviews.
Audits and pricing
Begin with the free website risk check or choose the risk area that needs a full audit. Website and catalog are $495, enrollment agreements and acknowledgments are $695, and the combined review is $995. Every price is fixed within the published scope for one BPPE-approved institution, one location, English-language materials, and up to five programs where applicable. Exact limits appear in each audit.
Free first step

For an eligible BPPE-approved school, we privately review the homepage and selected high-risk public pages by the next business day after eligibility is confirmed. You receive one publicly observable condition worth correcting, one item that needs confirmation, or a clear note that the limited check found neither.
The free check is limited to selected public pages. Full crawl, catalog, enrollment-document, legal, implementation, and correction-verification work require a separate scope.

The cost of reacting
For an approved institution, BPPE may assess an administrative fine of up to $5,000 for each violation, and a citation may allege multiple violations. Historical assessments are only one part of the potential cost. Responding after a problem is identified may also require leadership, admissions, academic, marketing, administrative, web-vendor, and legal resources.
Staff may need to locate current files, reconcile conflicting information, revise multiple documents, update public pages, coordinate approvals, prepare corrective evidence, and verify that every affected version was replaced. This reactive work can interrupt admissions and enrollment operations, create emergency vendor or professional-service expenses, and cause repeated rework when ownership and version control are unclear.
Koro gives your school a fixed-fee way to identify priority risks, organize corrective work, and define how each correction will be verified before the same conditions become a larger reactive project.
| Koro service | Founding School price | Relevant context |
|---|---|---|
| BPPE Enrollment Agreement & Acknowledgments Audit | $695 | Selected enrollment and pre-enrollment findings averaged $2,306 across 273 exact original per-violation assessment allocations. |
| BPPE Website & Catalog Readiness Audit | $495 | Selected website and advertising findings averaged $2,728 across 22 exact original per-violation assessment allocations. |
| BPPE Website, Catalog & Enrollment Readiness Audit | $995 | Reviews both included risk areas within the published scope. |
| BPPE Website, Catalog & Enrollment Readiness Audit + Corrections | $3,995 | Audit, correction implementation, and verification within scope. |
Each fixed-fee audit price shown above, from $495 to $995, is below both selected historical category averages. Historical assessments remain context only, not expected savings.
The categories are Koro's operational recoding, not BPPE classifications. The $2,306 and $2,728 figures are Koro analyses of selected exact original per-violation assessment allocations from citations issued in 2024 through 2026 and verified through July 28, 2026. They are not BPPE averages, a statistical estimate of all schools, or fine predictions. Original amounts may later have been modified, withdrawn, dismissed, or settled. Historical assessments are provided for context only. They do not establish that a violation exists, predict a future citation, or represent guaranteed savings.

How the audit works
Delivery begins once the scope is accepted, payment is received, and the current review materials are complete and usable.
01
We confirm your school, the materials to review, the fixed price, expected delivery period, and anything outside the selected audit.
A written scope, price, and intake list.
02
Your team supplies the current documents and URLs included in the selected audit through the agreed intake method.
A complete, current review set.
03
Koro tests the included materials, records the evidence, checks facts across documents, labels anything that still needs verification or counsel, and quality-checks the report before delivery.
Quality-checked, evidence-backed findings.
04
Your team receives the report, correction plan, findings review, and a clear choice to correct internally, use a vendor or counsel, or ask Koro to implement the agreed changes.
A clear path to correction and verification.
Correction and verification
The report is yours. Your team, vendor, counsel, or Koro can implement the agreed corrections. If Koro completes the correction project, the audit payment applies toward the total.
Correction options
If the corresponding correction scope is signed within 30 days after delivery of the final audit report, the audit payment applies dollar for dollar to the base project total. Final correction language and publication remain subject to client approval and counsel review when needed.
| Review area | Audit | Audit + Koro corrections | Balance after audit credit | Verification after school-led corrections |
|---|---|---|---|---|
| Enrollment agreements & acknowledgments | $695 | $1,995 | $1,300 | $375 |
| Website & catalog | $495 | $2,995 | $2,500 | $525 |
| Website, catalog & enrollment | $995 | $3,995 | $3,000 | $750 |
Correction implementation is offered only after the audit has confirmed the findings, dependencies, and exact work required. Your school can use Koro, its own team, a vendor, or counsel to complete the agreed changes. Before Koro begins corrections, we confirm the audited materials, editable files or publishing access, one authorized approver, the exact findings to correct, and any issue that requires counsel or another vendor. Student records and other sensitive personal information are not included.
Enrollment work can include clean and redline files, a version register, change log, execution-control guide, one consolidated revision round, and final verification for the audited agreement family, up to five same-template addenda, and the audited disclosure set.
Website and catalog correction work can include agreed CMS text, link, button, label, and PDF-replacement changes where the publishing path is confirmed, or vendor-ready tickets, up to 10 routine public change groups, and up to 10 catalog correction groups across no more than 20 pages, plus before-and-after evidence, one consolidated revision round, final verification, and one 30-day public link recheck.
Combined correction work covers the included website, catalog, required public documents, enrollment agreements, and acknowledgments within one written correction scope and one consolidated evidence and handoff package.
One correction submission must be received within 60 days after delivery of the final audit report. We retest only the original findings and return one dated correction-verification report. New materials and later-added scope are not included.
A verification status means the correction met the original report's acceptance test within the agreed scope. It is not a BPPE determination or compliance certificate.
Evidence and responsibility
We compare the included materials with published requirements in effect on the review date, official implementation aids, and selected analogous public actions. Official checklists support the review but do not replace the current governing statute and regulations.
We record the exact source, distinguish an observed condition from a verification need, preserve known modification or dismissal context, and route disputed interpretation or legal drafting to qualified California counsel when appropriate.
When a public enforcement action helps explain a finding, we state the original assessment and known disposition and classify the relationship as the same requirement and condition, materially similar, or related context.
Koro Solutions is an independent compliance-services company and is not affiliated with or endorsed by BPPE. Reviews and implementation are limited to the written scope and are not legal advice, a BPPE determination, or a guarantee of compliance, fine avoidance, approval, renewal, or inspection outcome. Findings are based on the current public materials, current blank enrollment templates, or both, reviewed within the stated remote scope.
Frequently asked questions
Direct answers about fit, scope, timing, evidence, payment, corrections, and legal boundaries.
The audits are designed for an active California private postsecondary institution approved to operate by BPPE, with one institution code, one location, one primary domain, English-language materials, up to five programs, current readable files, and no active enforcement matter. They are remote and limited to current public materials, current blank enrollment templates, or both, depending on the selected audit. We confirm fit before work begins.
No. Koro Solutions is independent and is not affiliated with or endorsed by BPPE. The service is not a Bureau inspection, legal opinion, certification, or guarantee of compliance, fine avoidance, approval, renewal, or inspection outcome.
The delivery period begins after the written scope is accepted, the required payment is received, and the agreed current materials are complete, readable, and usable. We confirm the start and delivery dates after intake. Client delays, missing or unreadable materials, and approved scope changes pause or change the schedule.
Select Yes or not sure in the request form for any notice, citation, deficiency, accusation, appeal, deadline, or legal threat. We review those requests manually. A response, appeal, settlement, disputed interpretation, or language affecting legal rights may require qualified California counsel and may not fit a fixed-fee audit.
Yes. The report is yours to use. If your team or vendor implements the changes, Koro can separately retest one correction submission against the original findings. That verification does not reopen the audit or review later-added materials.
When the corresponding correction scope is signed within 30 days after delivery of the final audit report, the audit payment applies dollar for dollar to the stated base correction total for the same school and substantially the same audited scope. The credit is nontransferable, has no cash value, cannot be combined with another discount, and excludes added scope, counsel, translation, software, vendors, custom development, and rush work.
It retests only the original findings using one correction submission received within 60 days after delivery of the final audit report. Koro returns one dated correction-verification report using the published status labels. New documents, added programs, and expanded scope require a separate review.
Audits are prepaid before intake and scheduling. For post-audit correction work, 50% of the remaining balance is due when the correction scope is signed and 50% before publication or final handoff. Any added work requires a written scope and approval. Approved work outside the base scope is $150 per hour; third-party costs and rush work are separate unless included in writing.
The exact list depends on the selected review. Common inputs include current public URLs, the current catalog and published SPFS files, the latest publicly posted annual report, current blank enrollment agreements and acknowledgments, and relevant approval information. For paid audits, we arrange the secure intake method after scope and payment are confirmed. Do not send student records.
The client supplies current readable or editable files, authoritative institutional facts, one authorized approver, secure publishing access or vendor coordination when implementation is included, and one consolidated review within three business days. Missing inputs, access, approvals, or vendor action pause the schedule. The client retains backup and rollback responsibility. If a publishing platform is not supported, Koro can provide vendor-ready change tickets instead of publishing directly.
We review whether the published SPFS is available through the required public path, contains the required tables, statements, and acknowledgment fields, and is consistent with the other school materials in scope. We do not review student files, validate student-level data or supporting records, or recalculate reported outcomes.
